Time Magazine excerpts a section from Lt. Gen. Ricardo Sanchez's upcoming memoir that details exactly how Sec. of Defense Rumsfeld went about covering his rear when it came to Phase IV planning (the rebuilding part that we never got right) of the Iraq invasion.
