In politics, what do you do when the outlook is bleak?
You start thinking about the next election... and in this case, it's 2010 for the Republicans. And in 2010, the Repubs think that they can win over some dicey Governor seats to then gain an upperhand in the redistricting of states based on the 2010 census. Leaking this type of strategy now does two things... first, it gives them an excuse to write off the 2008 election now and start working on rebuilding their brand for the future, and two, it signals to their true believers that they in fact DO have a plan. The problem with their plan is that it's a two step process that will be carried out between 2-3 years from now. Now granted, Obama, if elected, could take some massive missteps that would help their cause achieving their redistricting goal but if how they are currently running against him is any indication, they have their work cut out for them.
