Bush 2.0 (Via Darth Cheney) destroying his own legacy

The Washington Post breaks a story today about how Bush 2.0 is going to ignore the the Supreme Court ruling 15 months ago requiring them to determine if global warming is harming the health of our citizens. The choice quote comes from someone who was involved in the debate between the EPA and the Bush 2.0 Administration where he says Cheney's office argued "that this increase in regulation should be on the next president's record." So any changes for the better of our environment will be done due to the next president... you read that right.
Doesn't this sound like they are shooting themselves in the foot? They have only a few months left and if they at least compromised on some of this kind of stuff, they might (a slight might) help to better Bush 2.0's legacy. But now, given this development, Bush 2.0 will go down in history as overseeing the largest polluting country in the world and not doing a lick about. And given Bush 2.0's humor about such a fact, where he says "goodbye from the world's largest polluter", to his last G8 summit participants, it seems that he's lock step with Darth Cheney on this one... and his legacy will say as such.
