How we should proceed with 'counterterrorism'

A new study conducted by the Rand Research Center for the Pentagon concludes that we shouldn't talk of the "war on terror" but instead call this nation-less/state-less conflict what it really is: counterterrorism.  The report goes on to say, and list with historical figures, how our Army and Marines shouldn't be the point of the spear that deals with these terrorism cells scattered around the world.  The local police forces are best equipped to gather and filter intelligence about terrorist cells because they are a constant presence in the community.

Way back in 2003 before the Iraq war and under my old screen name "Mr. Purple", I laid out how I felt the 'war on terror' should be fought.  I'm not sitting here saying "I told you so" but it is nice to see how 'on the mark' I was way back when about how we should proceed with our counterterrorism efforts even before we got into the Iraq debacle.  Having looked in the whites of the Neocons eyes in the late '90's and knowing their desire to overthrow Saddam, I knew we were in for a doosy of a ride...
